Caregiver counsel pilot program.

Establishes the caregiver counsel pilot program in LaPorte County, Marshall County, and Starke County. Provides that an unlicensed caregiver is entitled to representation by counsel in a child in need of services (CHINS) proceeding under certain circumstances.
