RELATING TO WATER USE PERMITS.

Repeals section 171-58, Hawaiʻi Revised Statutes to eliminate the Board of Land and Natural Resources' power to issue water use permits. Establishes positions within the Commission on Water Resource Management. Appropriates funds.
