Establishes recordkeeping requirements for secondhand dealers, requiring records to be retained for two years from the date of sale. Amends and standardizes recordkeeping requirements for pawnbrokers, requiring records to be retained for two years from the date of maturity. Effective 7/1/2077. (SD1)
