State chemist.

Moves the office of the state chemist to the department of agriculture beginning January 1, 2027. Provides that employees of the state chemist will become employees of the state. Removes funds currently going to Purdue University to carry out the functions of the state chemist. Establishes several funds to carry out the functions of the state chemist within the department of agriculture.
