RELATING TO STUDENT OUT-OF-SERVICE-AREA ATTENDANCE.

Prohibits the Department of Education from mandating that any student attend a school outside the student's service area. Establishes a 5 year phaseout period. Requires the DOE to submit annual progress reports.
