RELATING TO THE HAWAII ENVIRONMENTAL PROTECTION AGENCY.

Establishes the Hawaiʻi environmental protection agency within the department of land and natural resources. Transfers jurisdiction of certain functions and employees of the department of agriculture and department of health to the Hawaiʻi environmental protection agency. Appropriates funds.
